Paper is made by giving Wastepaper to a Pokémon with the Recycle Specialty. They convert 1 Wastepaper into 2 Paper. It takes a short processing time — just come back after a few minutes.
Step-1: Get Wastepaper
Go to Sparkling Skylands (the fourth island area). Wastepaper is scattered on the ground across the first two islands. You can also break the grey/purple trash blocks around the area — these drop Wastepaper too.
You won’t be able to access Sparkling Skylands until mid-to-late game after raising your Trainer Rank.
Step-2: Find a Recycle Specialty Pokémon
The easiest options, in order:

Most players will already have Trubbish from the Bleak Beach storyline. However, Trubbish cannot make Paper — Paper production is only available once you reach Sparkling Skylands, where Metang is the recommended option.
Step-3: Make Paper
Give your Wastepaper to the Recycle Pokémon and ask them to process it. You can hand over up to 10 Wastepaper at once. Each piece becomes 2 Paper, so 10 Wastepaper → 20 Paper.
What is Paper used for?
- Rebuild the Huge Building! request (Sparkling Skylands) — required for 4F.
- Team Initiation Challenge — Challenge 3 requires 10 Paper.
- Crafting: Bookshelves, Books, and other furniture.
